How can you tell that it has the Decor group option?

 
Wonder if it previously had the NACA/NASA Ram Air style hood? The front lip is blue but the hood is not. With the mach 1 grille and the lower body side molding this car would look nice with the blackout treatment.

 
That's going to need a bunch of sheet metal work - it even looks like there's a hole in the top of the driver side fender! :-/

I have to agree: Windsor?! :-/

It's hard to argue too much with the price if the car at least runs, but I'd be leery of "what lies beneath," based on the rust you can see.

This would make someone a great restomod project.
