No there’s a collar that goes around the steering column and fits up against the part you circled. Mine is missing too, no luck finding one for a reasonable price.

That one is missing the metal spring clip that holds it together. Slips down over the ribs at the split. You need that for sure. Can get you a picture if you need to know what to look for. There should be a bunch of them out there since all cars had them and not specific to year or model.

There is a tab on this clip that goes into a small slot on the steering column to keep the "sleeve" in place once the clip has secured the sleeve halves. You need the clip with the tab...……..
