Are 73 bumper brackets adjustable?

Assuming you are using all the stock mounting hardware. You can adjust it left to right on the cross- member and a little play up and down, but unfortunately not forward and back. Can you post pictures of the gap and where the bumper extensions bolt to the frame?
I had the same issue on my 73 Mach 1. I reamed out the bracket to frame rail holes so I was able to get some back and forth adjustment.

If you measure to see how much movement you need and remove the bumper, then you could just whack the ends of the bumper supports with a maul or a sledge hammer until the rubber compresses enough to get the movement you need. Just don't overdo it.
