Hey guys, I am looking to install 3 point seat belts (retractable or non-retractable) in my 71 fastback. As there is no parcel shelf for an anchor are there anchor points on each side of the vehicle behind interior cover, or do I have to create new anchor points?

I would say you will have to create them. Did any of the XA to XF Falcons have them? If so, copying those might be an easy way to engineer it. Probably safe to assume you will need to add some structure to hold the anchor point.

I bought my seatbelts from them with some nice chrome buckles, not cheap though

They also supplied some anchor plates to use in the parcel shelf which should work in the sail panel area just need to rivet them in

Yep am getting them to do front and likely will get back done at some stage as well, thanks.

 
For the front seats, there is a threaded "nut" under the headliner where the optional 3 point seat belts would have anchored. You can locate it by looking at pictures and poking around the headliner with your finger. Once you locate it you can carefully trim a circle shape out of the headliner to access it. It will be covered up by the new anchor so just make the hole as close around the nut as you can.

I had to put Australian Standard three point seat belts in mine to get the engineering report complete for registration in Victoria, here is the link to a thread I contibuted to way beck when:

Australian brand Hemco belts worked great for me, fronts are part numbers 1790001SP 99/90° (9 degree) Inertia L/S with 200mm Drop Link and item number 1765333 for the 300mm Stalks. 

For rears you would have to find a different solution to what I did seeing that you don't have a parcel shelf to attache to but you'd probably find a good bit of metal behind the sail panels to stick a seat belt mounting plate behind.
