Hard telling what the PO did it for, from looking at the scratched up dash around it when he drilled the hole and the square headed nut on the parking brake release handle, he wasn't big on fixing things right. Maybe a starter button if the ignition switch was bad, or for the horn, or ???

You'll just have to trace the wires.

 
this car is fresh off the boat from Mexico.  I suspect that things were fixed there in much the same way that cars are fixed in Cuba.
Cuba...Mexico??? ...ah - in that case it's easy ... press that and the two front air inlets rise up and fire a brace of missiles...they made a 007 Bond car.

 
Mexico at least in theory has access to US car parts. Cuba has been cut off for decades due to the US trade embargo. They are some of most inventive mechanics you will ever find. They will put a diesel engine from a Soviet-era military jeep into an old US car to keep it on the road. They are fitting US to metric as required. If they can't keep a car on the road their alternatives are walking, single-speed Chinese bicycle, horseback, or overloaded and unreliable public transportation. One time I saw a young guy driving a giant Kama3 Soviet construction dump truck on the highway, and our Cuban friend/driver said the guy was just visiting his girlfriend in the next town.
