It's a charcoal canister. Quoting from https://www.cars.com/auto-repair/glossary/charcoal-canister/:

"Part of the car’s emissions controls, this charcoal-filled canister’s job is to absorb fuel vapor that would otherwise vent out to the atmosphere, causing pollution. Vapors trapped by the charcoal are released back into the engine through the purge valve and then burned."
is it safe to remove? If so, how?
There's no reason to remove it. The small rubber line connects to the steel vent line coming up from the fuel tank. If you remove the canister, then then fuel vapors will vent into the engine compartment.

 
if in good working order not need to remove.. i did remove mine cause i didn't like it.. ugly.. i just replaced it with a fuel filter to allow tank to vent and painted black.. now hidden. the engine bay is vented enough so i'm not worried about blowing it up... anyway it's been over 3 yrs and no bomb so far.
