I know ‘73 included a new low impact bumper system.

Were the Mustangs meant to spring back into position? 

I’m going to need to shim out the driver side, which leads to my 2nd question: is the front bumper truly mounted to the brackets by only one bolt per side?

 
No they do not spring back into position

No you are suppose to have more than one bolt

2 to the back of the bumper to arm and 2 to the frame

Yup, I can see from behind the four hole bracket on mine.  But just one bolt each bracket.  Thanks
