Any reason for a ground wire to the bottom of the carb?

1972 Mach 1 dark green
My car has a Holley carb and a Mallory dizzy, there is a wire that is grounded to the carb, would there be any reason the ground should be on the carb?   If not I will move it to a less visible area, will post a picture of it later.

 
The carb is a terrible place for a ground, because it can be insulated from the block by the phenolic spacer, having then to rely upon the nuts/bolt that hold it in place. 

 
Well, the standard for ground color is black, not brown.
