Hole(s) in the floor - why?

OK, that's a cryptic title but it is more easy as it sounds: by welding my driver side floor pan I discovered a round hole in the middle of the upper front portion of the pan. On the passenger side there is also a hole in the same position. They look drilled but rusty and seem to be there for some decades. I have no clue for what they are...Does anybody now better?

I think yes, speedometer on drivers, possibly brake hard line and emissions lines on passenger. There was also neutral safety switch wiring running that way…

Thank you very much for chiming in! Will have to look now if there is something dangeling loose under there. Otherwise I have to decide how to close the open holes now...
