Hot water: heater hoses and radiators

1973 Convertible, 351 4v CJ, C6, Mach 1 Decor options, power: steering, brakes and windows, a/c, Rally Pac gauges, Deluxe interior.

First photo:  Left side of the double photo is the heater hoses attached to the engine, right side is the same hoses as attached to the firewall. 

Q:  Do I have these hoses correct at the engine, or are they reversed?  The temperature control valve seems to be pointing in the wrong direction (down) rather than up so the vacuum outlets would be above the hoses, not under as they are now.  I have not changed these hoses, although they have been detached and then 3 months later re-attached at the engine end.  They have not been detached from the firewall (under my watch, anyway). The hose on the right in the left half of the photo is the hose on the left in the right half of the photo.  The hose on the left in the left half of the photo is the hose on the right in the right half of the photo and has a vacuum actuated valve near where it is attached to the firewall.

Second photo:  "found" part that was (obviously) not installed.

Q: What are the consequences of not installing it for the time being?  I'm sure it's important; just wondering about how important it is to do NOW rather than worry about doing it once the engine actually runs.

And for probably the 1,000th time I'll say it again:  take pictures before you tear stuff apart.  More than you think you need.  You might think you'll be putting it back together in maybe a few hours or days and you'll have no problem remembering... but then a YEAR later, you'll be "Whuuuuut?  Where does this go?"

Q #1, I answered it myself.  I found this fitting in old photos that were of something else, but these hoses were lurking in the background.  Answer is they are correct in the pointing down configuration.

 
Question; why so many bits and pieces of hoses and so many friggin  gear clamps? I would scrap all the old hoses and replace them using correct tower type heater hose clamps. Here is a pics that might help. I chose to use Autolite stamped "concours" correct hoses. Granted, there may be some differences between my 71 and your 73, but my question is the same.

Although I'm not the one to say exactly what, things did change between '71 and '73 because of more stringent emissions controls enacted in '73.  The heater hose valve I've been referencing is part of the EGR system and while no, don't care to keep it, I also don't know what can be removed so I'm doing my best to get it back to some sort of "factory configuration". 

As far as the gear clamps, etc., can only say this is the way I got it.

Point taken. Maybe it's just me, but I like to see correct (but not necessarily concours) parts where possible in the engine bay. It seem often we are dealing with other peoples "fixes" that are not always appropriate. I had no intention of being offensive.

 
Working on my 72 "original" 302V8 w AC and one of the heater core lines has to be broken for a "bell type" vacuum sensor and that hose abuts to the side of the carburetor before reentering the engine... If it were that that short piece was red at the heater core, I could have stated it was never replaced but some time in those 50 yrs there must have been a leak. Just don't remember this on my 68 Torino GT but then again that was 45 yrs ago and even less emissions requirements. Just wondering what that sensor really does...

That's a water control valve, it shuts off the hot water to the heater core when the selector is moved to the "AC" range on the dash controls.
 
Thanks.... I was thinking as much but rather than "assuming"
