I bought a Grant 3 spoke steering wheel, brushed stainless and black rubber wheel…

I painted my original 2 spoke steering wheel. It was green and I changed it to black. Haven’t had any paint come off yet. But the wheel you have is a rubber compound of some kind I think, not sure how good the paint would adhere. You could always get a steering wheel wrap in blue to cover the black.
 
I agree that it would look better in blue. The best way is to have a trim shop wrap it in matching blue leather or vinyl. If you paint it, make sure to use an adhesion promoter like Bulldog and a vinyl paint to make sure the paint sticks.

I left both of our APC center consoles in their black color, as I felt painting them Ginger would eventually end up looking worn as the paint came off. Luckily there are other items in our 73 Mustangs that are black also, so it does not look out of place. I did remove the ash trays and installed fabricated Power Panels. The Power Panels each have two 12 volt outlets, a Dual Port USB outlet, and a digital voltmeter. On the flat part of the console, just behind the shifter opening, I mounted adjustable stands with magnetic heads to attach our iPhone(s) and/or iPad(s). I am very pleased with how that turned out.

I just used Rustoleum 2X paint that is for plastic. It’s holding up ok but my wheel has developed another small crack. I’ll pull it back off to fix the new crack and respray it. Unless I find something else, I’ll use the same satin black paint again.
