I have a new restoration project, my first. I pulled up the carpet today and the floor has a lot of surface rust from the insulation. What is the best way to clean this up and treat it before I put down new carpet?

I'd use a heavy wire cup brush on an angle grinder to strip all the rust back and see what you have. I'll speculate that you have a rusty cowl leaking water onto the floor pans.

To preserve the floors, my current favorite paint is Rust Bullet metallic grey, then topcoat with the color of your choice. Kill the rust first with Rust Bullet's Metal Blast.

Yep wire cup style and wire wheel style both. Approach it from different angles & press down enough to get into the pitted rust. A handheld blaster would assist if you didn't have 1/2 the interior in. The blaster will bounce that stuff into every nook and cranny. Don't be afraid to remove all of it, even to the point of creating holes. Holes can be filled & rust won't ever stop. As long as you get it out, there's numerous products out there for finishing it off.
