hazard light problem

No hazard lights working, the flasher cycles on off, power going in, out solid but no flashing interupt, brake , running lights o.k.?

 
I'm confused, you say the flasher cycles, but then you say it has solid power out. The OEM flasher requires the load from the bulbs to cycle, newer solid state ones do not require the bulb load.

If the power out of the OEM flasher is solid (on all the time), then the problem is either the flasher switch or the turn signal switch. To test the turn signal switch, have someone step on the brakes with the turn signal switch off, then right, then left. To test the hazard flasher switch place it in the on position and have someone step on the brakes, if the from turn signals come on with the brake lights the hazard switch is functioning, unless it's the turn signal switch not working. The brake lights and hazard lights pass through the turn signal switch. The other possibility is the connector to the upper steering column is not connected.
