Technically speaking it is very easy for DIY. I can get an aluminum or steel block cut to size (OnlineMetals.com), then drill the 5/8 hole through, the 3/8 hole through and cut the slot. Aluminum will be easier to drill. If I grind a small flat on top of the bar I could use a set screw to control rotation.You could go see if a local junior college has a manual machining course…
