Hole in rocker?

1973 Mustang Grande 351C 2V, built on the very last production day (July 6, 1973) for Grande's.
Hey folks,
Now that I'm working on my RH quarter I did some sanding on the rocker and (just like on the LH side) found a small hole near the end as can be seen in attached picture. In my case(s) the hole was sealed. There seems to be a lot of filler inside the rocker behind the hole.
Is this hole supposed to be sealed or open? What is its function?

Hi Vinnie,
Possibly to insert the undercoating tube if someone undercoated the car? Can you see inside the rocker? is it a black coating?
 
That was for the aluminium deco trim that was often found on Grandé's. Here and at the rear before the wheel youll find the same, and either "T" rivets or more holes.
Sealed mine too as my trims were heavily dented and not planning to place them back. They were also a nest for dust/dirt (and eventually rust)
