repairing interior quarter panel

71 Mach 1, 351c 4v, C6 trans, grabber blue with white interior
The top portion of my interior quarter panel looks like the spray dye that was used in the past has chipped off, probably due to exposure to the sun, exposing the color underneath.

Is there any way to repair this besides spraying over it again? This covers it but the area sprayed is still noticeable. Can the quarter panels be vinyl covered and is that something a seat upholsterer would do?

A light and I mean light bead blasting followed by SEM is a good way to go

I sanded and painted my panels with good success. One thing is that I lost is the grain in the panels especially at the top near the window. I also found out that SEM makes a texture paint that looks pretty good thru another restorer. Take a look....
