If you have a piece of material the same thickness as the aluminum on the valve cover, try cutting a hole with the two notches and see how the valve cap twists in without the ramps. You may be able to bend the tabs on the cap so they will hold the cap in place on the flat surface. If it works...

Get a grommet and a press in breather cap. You can get the caps with or without a nipple for the breather hose. Check NPD, Kentucky Mustang, or one of the other parts houses for a variety of caps.

Either the throttle plates aren't set right or there's a leak in the base gasket and letting in too much air.

My 72 convertible spent the first 50 years of its life in El Paso (first 3 years) and southern AZ. Even in that arid environment it formed surface rust in the trunk, mostly on the underside of the tops of the quarter panels. We've all seen what you're capable of so I anticipate good results...

JB Weld works if you lift out the locking ring and apply the JB Weld on the underside of the ring. Starting with a clean surface also helps.

On my 72, the original unpainted grill has more of a semi-gloss finish. You may be able to add a coat of semi-gloss over the flat to achieve the desired finish.
