    Are the shocks on? The suspension is all unloaded and that is why it seems to not reach. When the shocks are on they limit the suspension travel. If the suspension was loaded they should reach easily.

    Seems to me that you just put your old 73 brackets in, instead of the 71 brackets, or the brackets you thought were 71's are in fact 73's. Remove the bumper and remove the brackets and check them with your old brackets. There should be a substantial height difference between the 2 sets of brackets.
