That's the correct stamping number for a 73 Mustang/Cougar C-6. The part # is D3ZZ-7A020-A, which was never superseded or replaced. WCCC...

Offhand it sounds like the IVR is not grounded correctly or is failing. A bad IVR will make the gauges (Oil, Temp, Fuel) all go to high...
