Lots of times when the plastic gear fails, parts of it end up in the oil pan. So, consider that as well. Others may have relevant experience with this. When my 400M failed, the gear was in pieces.

I think you have to put something in the gap of that retainer, and pry it apart. As I remember, that clip is installed by putting the retainer through the clip, squeezed by players. The result is what you see. It’s not removed by rotating it. Others with more experience will chime in.
