On the top of my distributor vacuum control valve there appears to be terminals mounted with 12v switched on it.

I thought this device worked on heat and controlled the vacuum accordingly.

Whats the purpose of these terminals?

I believe you are correct, for 1971s. However, in 1972 some solenoid vacuum control valves started showing up on some engines and emission configurations. If yours is a late 1971, or if someone did some mixing and matching, it may have a 1972 emission control system.
