Those look like bushings for the reluctor mount / advance plate to ride on. That plate pivots around the center of the distributor when vacuum is applied to the advance can.

The convertible top pump circuit doesn't have a relay to control the pump, that's executed strictly through the switch. The circuit breaker for the power feed is mounted on the starter solenoid. If it's operating from the switch only in one direction, I'd check for continuity on the circuit...
