Why does a Luxembourg car need 3 plates for? Front, Back, Top?

Does each of those stars on the plates represent a bar Lux has played in?

After they let ME outta the country, they probably thought "what the heck, plates can do do harm now".

The three plates are like the extra "o" in Luxembourg. We like to have some more just because.

The stars are "man points". For five girls you get rewarded one star.
