Fender extension???

Just found two D1ZB-16D204-AA small black shields of some kind in a box of goodies the PO sent with the car 4 years ago.

I have splash shields on both sides of the front fenders, both back and front.

In running the part number, it comes up as either a fender extension, or a shield of some kind.

Does anyone know where these go? They are both have the same number and it's for the right side. 

They are only approx. 3-4" in diameter, have one molded hole.. :huh:

Do they look like these? If so they are Front Fender fillers and they go in the green circled area on the pic below.
