Help " installing steering pump"

Hi,

Did the Mustang dismantled bought ...

I mount the pulley back on another rebuilt steering pump.

How can i mount the pump to the bracket/holder with 3 very short bolts(i don't have so short bolts)or the pump must first be installed and than the pulley on it ?

Please advice.
