Parking brake pedal issue

Any help or suggestion would be appreciated. My parking brakes work. I push the pedal down and the rear wheels lock up and hold the car. I pull the release and the pedal comes back up no issue. The problem I have is that the pedal doesn't always stay down. It will stay for a little bit then pop back up unexpectedly. As you can image this is not what I consider to be safe, especially with a manual Trans. Thanks in advance.

 
The parking brake assembly is one of those things on the car that has phosphate coating instead of paint. This prevents sticking and gives protection. The leg on the pedal is painted but not the mech.. The parking brake, hood latch, hood hinges, upper shock mounts and the gas pedal have the phosphate coating.

I noticed that just the leg part of my pedal is painted black the rest is a somewhat dirty almost silver color with a little surface rust dis coloring it. Is this correct?

I pulled the brake cable on each rear and clamped it from returning with vice grips and

then replaced the unit no problem.

I was just going to loosen the nuts at the spring under the car to relieve the tension. Will this work too?

Yup, sounds like original factory finish.

 
Remove it from the car, clean it very well where the ratchet and rack are located.. Dry it off and lube it well... That's the cheapest thing to do first.. If the mechanics are working freely, it will work in the car just as well.

Naturally, if it's damaged or rusted beyond repair, replace it..

I also have a spare as mine was doing the same thing before I converted to a lokar unit mounted on the tunnel. I found that the release handle was slightly bent and that when I straightened it, it began to work again- you might try this on the car before going too far.

 
If you want to do the job at Concourse level take pics of where the black paint stops. Place the assembly in a solution of molasses and water 9 parts water 1 part molasses. Use feed grade cost $18.00 for 5 gallons here makes 50 gallons. Clean all grease and oil off the assembly and hang in the molasses for a couple weeks or less if not bad. Remove and wash with hot water and brush, all rust will be gone. You should glass bead or sand blast the assembly to give it the texture for the manganese phosphate coating. Blow out all blasting material. Order a bottle of the manganese phosphate chemical also known as Parkerizing and treat as directed. Remove and wash and apply several coats of WD-40 add or some of the specialty coatings the chemical suppliers have, some grease to the pivot points and sliding areas paint the pedal arm and put your pad back on. It will be just like new and have all the wear and lube qualities that original has. Paint makes them sticky and not work correctly.

They use this type coating on lots of parts in the car such as rocker, cams, gears, bearings, lifters, etc. It gives the parts a better wear surface, holds lube better and prevents galling. If you just paint the parts like the parking brake, hood hinges and hood latches you don't get those benefits and they will wear much faster and are sticky.

I found a stainless serving pan at Goodwill and electric hot plate to do mine outside.

I cannot find my papers that came with the chemicals but I ordered online and came UPS. You just keep adding distilled water as it evaporates out.

My pictures of the parts are on old computer that died so cannot post and car is in storage now.
