That a good question. Always there unless someone or something removed them. I'm sure ford had a good reason for them...

So... The plate is the trunk-floor? Then the gas-tank mounts under/to this? If so... Are there, maybe, rubber-bumpers that insert into the holes in the, so-called, brackets?

 
Years ago, I asked the same question when I was replacing my trunk pan - there was no consensus as to exactly what the brackets were for. I had figured they were exhaust hangers, but that was ruled out quickly. Nobody had any definitive answers, and nobody had ever seen any bracketry, pads, bumpers, or otherwise attached on their cars.

For the sake of maintaining the concourse status, I'd say carefully remove them and reattach to the new trunk pan in the proper locations... and forget about 'em.

It's always good to know... It's not just me! I can't find it in my parts/diagrams catalog, nor can the CJPony folks. I guess it's best to just move on!
