Column cover retainer clip: how does it work?

busy day on the forum. I’m assembling the column and I’m not sure how that column cover and retainer work. Does the retainer clip attach to the ignition lock bar that’s on top of the column?

I have the retainer clip and it slides down the cover/shroud very well

 You are talking about the long clip that connects flexible cover piece between the s/wheel and the dash cover piece? 

It is a bit of a fiddle, but I use a pair on needle nose pliers to hold the tab that sticks up. Insert the two edges in the groove from the bottom end and slide it up towards the wheel. There is a small slot (or hole, can't remember) in the column that a small tab on the clip will fit into to hold it all in place. It's a fiddle for sure.
