That looks fine to me. I'd probably just clean it up and treat it like you said and be done with it. If it's solid, it can be sorted to look new. I would be interested in this, but like ib4stangs said, this doesn't appear to be correct. Maybe you can help with my confusion? To me, this doesn't at all look like the correct engine mounting bracket for the pulley. Every pulley I have seen looks like ib4stangs above, or some variation of it...
