I just picked up a set of RHS 215 heads bare for my wheezer and having them built up at my favorite machine shop with some stage 1 port work. They're supposed to flow over 300 cfm as cast at 0.500" lift. Also supposed to be extremely high quality from the New Zealand foundry.
For the Cleveland I would run stock 4V heads or the CHI or Kaase units.
You're gonna need a bit of cam to make those horsepower numbers and a fair bit of compression too. I think 10.5:1 or more and some forged internals might be on the radar if that's the truly desired power level.
