His account seems to be banned now, thankfully. But I suppose that doesn't matter if they're redirecting people to contact their outlook. There should be a restriction on sending DM's with new accounts. Maybe like a week timeout when you first make your account?

Always ask for a photograph of the part and a sign with your name and the current date next to the part. Anybody legit will do it without question.
