Fuel Tank Filler Neck Gasket Help

Ok, wasn't paying much attention when I pulled out the old part...which way does it go back in?  Pic 1 or 2? Also, the old one came out easy, new one must be crammed in there... is that normal? Thx

Picture 2. Experienced the same problem with incorrect install. Could not fill the tank more than half or it would slosh out.
