My heater fan is popping fuses. The motor works when hot wires to battery, but have rust on switch and resister that attaches to heater box. Pulled a resister from old ford in junkyard wonder if it will work if same plug in.

I wouldn't worry too much about the resistor having a little bit of rust on it - if it's just a bit of surface rust. As long as it's passing electricity (you can check for resistance and continuity with a volt-ohm meter - if it's too far out of spec, then replacing it is best).

The switch, on the other hand... yeah, I'd just get a new one. Rust inside the switch will conduct electricity and could cause issues.
