Everywhere I read it says that a ground wire should be connected to a attach bolt on the voltage regulator.

I have just replaced the battery and the cables. The ground cable has a pigtail with an open female connector on the end coming out of the main cable/battery clamp.

The present grounding setup I have is the battery ground to the block, and a wire from the "G" lug on the alternator to that voltage regulator attach bolt. This is the same setup I've had since I bought the car and have never had a problem.

Should I connect that pigtail also to the bolt, or is that just like using a belt and suspenders? I'd need to use a length of #10 wire (?) a male connector and lug..................

 
I would connect it. Even though you haven't had any problems you're getting a chassis ground through several bolted connections, instead of direct from the battery.
