This is the one that connects to the heater hose.

What's the best and/or easiest way to get one of these rusted things out without getting metal filings in the block?

Take a thin but sturdy flat blade screwdriver or carpenter's awl and drive it between the tube and the block and carefully lever the tube towards the center so that you are collapsing it inward. When you have it loose take a pair of vice grips and pull it out.
