My guess is the bank has the title and is looking for the car or the VIN is ground off and someone else is looking for their car. Notice no plates on it.

I think that the corner is bent or broken. I had to go look at my 73 to see how the bumper could possible be adjusted. Not sure that this is an adjustment issue. Looks like someone hooked onto the bumper (repoman?).
