429 Fuel Pump Eccentric

Well its been a while since Ive had a ford engine apart so I have a question. I know most V8 fuel pump eccentrics that bolt to the upper Timing sprocket are 2 piece. My question is: Is the outer part of the eccdentric supposed to spin free or not?

I thought so! Guess I'll have to take it back off and see why it isnt spinning! :?(
