I believe somehow the cigarette lighter wiring was causing the intermittent gauge issue. I plugged the cigarette lighter wires back in and now the gauges work with the headlights on. There now seems to be a lot of strain on the alternator when I turn the lights on but maybe I just need to tighten the belt. Solved for now I guess!
