Not a carburetor guy here but I think that is the accelerator pump that gives the engine a shot of gas when you step on the gas to get you going without hesitation. You adjust the linkage up and down to give more or less.

Can the absence of theses parts cause the fuel flooding?

It's missing the accelerator pump. U need to pick one up or put another intake carb on it. Go with a 4 barrel intake!

its not the ac pump. Its the choke pull-off.. isn't it?

From the Jeepforum about my problem:

"The modulator choke pull-off diaphragm controls the whole pull-off operation of the choke. Without the linkage, the choke won't open. That's why your engine only runs for 30-40 seconds, then it floods and dies.

The short answer is "Yes" they can cause flooding.

If those parts are missing the choke flapper will most surely drop closed, thus choking the engine of air and making it flood out.

I would say that it isn't rocket science, but in actuality, it kind of IS rocket science!
