This if for a 1970, but should be the same. Turn signal not working. Replace the signal cam since it was broken and hoping the signals would start working , but no luck. I have power on both sides of the flasher(I checked it, its a good turn signal flasher) At the cam,I have ground at the green wire when the turn signal is engaged, nothing on the blue wire. Hazards work fine. Where do I start?

The green wire is the output of the brake switch.  The output line of the flasher can is a blue wire, left-most pin on the top, looking at the turn signal switch connector with the curve facing upwards (a frowny face).
