With the trouble getting an actual Cleveland thermostat and the trouble that may or may not follow with it working properly or not I'm putting in the restrictor plate. https://secure.cougarpartscatalog.com/waterrestrictplate.html

My question is, do I simply pry out the old center and replace with the new one?

Yes.

Or buy this one...pricey but very good quality and your engine will be able to circulate coolant throughout, even when the thermostat is closed. (the purpose of the copper bypass washer)
