D..S.O. on a 1966 mustang

I am looking on buying a 1966 mustang gt. I am just checking out the numbers making 100% sure its a real GT. I cant go by the vin. so I am just going over the whole car and checking the common areas that let me know if it is or is not. my question is the D.S.O. number. its 16. for 1966 this is no district 16. any ideas on this? far as the vin. it is 6F07A378369

nevermind I just found out it is Philly. a owner of a 66 from work just told me his car has 16 and after looking into it. its from philly.

Yes, 16 would be Philadelphia. It appears there was a change in the Philadelphia code between 1965 and 1967, from 23 to 16.
