front bumper hardware ?

001.JPGi have a 71 with a chrome bumper .i have never had the correct hardware for the bumper.i just picked this kit up and im not sure where the washers go thay are not of the best quality.i kinda think thay go between the bumper and the c nut . thanks for any help
 
Typically the carriage style chromed bolt locks into square hole in the bumper. On the underside of the bumper is a wavy washer and nut.

Your picture shows phillip head screws. Not sure what they are for.

 
The front bumper is attached to the bumper re-enforcement plate in the front.

the rear bumper gets carriage bolts.

4 carriage bolts attach the re-enforcement plate to the 2 side bumper kick downs that go to the chassis.

in the front you have those Philips head bolts, the washer goes on the outside against the chrome or rubber bumper face, bolt goes through the washer/bumper into the re-enforcement plate with the C nut slid into the plate to lock everything together.

the real difference is the chrome bumper got the Steel washers, and the rubber bumper got plastic or Teflon washers.

i thank you for the help. i just went out and picked up stainless steel washers .so they don't rust
