There was actually some undercoat sprayed on the inside of the fenders where they hit. If you need to restore them wash all the road tar and crap off with lacquer thinner and I blast them with walnut shells and then spray with satin clear and they look brand new. The pictures are a 73 vert that has not been restored factory over spray under the fenders was a bunch on this car.
