Identification of ground wire

Can someone please tell me where this double wire spade connector / ground wire would hook up? it is on the main wiring hornist, right side of speedometer between the radio and speedometer. I can’t find anything that it would plug in to.

BTW, I would repair that blue with yellow wire where the insulation is compromised before it cause you brain damage in the future.
