I am curious as to whether anyone ever used these, do they work and any issues experienced with these if you used them. I have a set that I acquired and trying to decide whether to use them or part ways with them.

I have heard they are good for 4v motors, help with low end power.

That is essentially what has been done to my friends race heads. The intakes are epoxied and exhausts are brazed. He tried the plates several years ago and found the flow to be disrupted. The issue is that the intake manifold and exhaust manifold do not match the port with the plates installed. Hitting the wall formed by the plate would kill flow by causing turbulence in the port. Even a little mismatch causes disruption. While you want some turbulence in the intake port to keep fuel suspended I think these would create too much.
