i dont know, but they look like bumper mounts. just a wild guess though.

The two on the right look like the early 71 lower valance protector guard brackets, they bolt to the core support

If those are the brackets to mount the protectors or Valance guards they are hard to find. I have NOS pair of the guards but do not have the brackets. 71 year only option and not many sold. I have never found a picture of a car with them to see the brackets. The guards are the chrome like you see on all 65 mustangs in front of the valance panels going up to the bumper.

Are these left over from the 73 build?
