No dash or cluster lights

Power comes from the headlight switch via a variable resistor (the knob rotation), then goes through fuse, then to dash lamps. Fuse might be good, but not making good contact with the clips. Is the headlight knob pulled out? Is there voltage on each side of the fuse? Do any of the lamps for ignition, radio, heater work? If so, then the problem is isolated to the dash cluster. If not, then problem is towards the fuse box and/or the headlight switch.
 
Just came across this on mine. I was not getting any lights in my cluster and upon removing the instrument cluster, I noticed the previous owner had clipped this ribbon.
