I took a chance and purchased one of these kits on eBay that has the foam seals for a NON AC 1971 Torino Heater box:

DMT FORD 66-70 Fairlane and 68-71 Torino NON AC Heater Box Resto Kit
It doesn't include the rubber seals for the two flappers inside the heater box or the rubber ends for the heater core but does the rest. I have tested it with the heater box from my 71 Mustang and am happy with it.
