Passenger side floor pan holes

In getting my car ready for paint I came across some floor pan holes. At first I just assumed rust. But, they are all perfectly round and same size to the eye. Just curious if this is a thing or just one of those, who knows what the previous owner was up to.... thanks!

Possibly had a leaky cowl and the previous owner may have drilled holes in low spots to help drain???

Thanks, I haven't finalized a plan yet. Spot welding or brazing is an option but a patch panel does seem more likely....
